The only reason this is even under consideration or the survey is because the rail roads are near USC campus and the students contribute to the traffic and don't know how to use the other streets to go around what railroad the train is on. The train will either take a bridge or street crossing and if you have lived in that area for a while or frequent it you know which way the train is bound to go. Worry more about fixing the roads. There are still roads damaged because of the flood or at least repave the road around NS SC-Line. There's gaps between the rail and pavement which is hard on tries and all the rain Columbia has been getting isn't making it better. How about doing a survey about the state our streets and roads are in? See how much negative feedback that gets. | No |

This an important project and I will urge my political representatives at the Federal level to use their influence to secure funding. In general, the project is narrowly focused on rail and automobile traffic, with no consideration of pedestrian or bicycle use of the roadways. The statement of purpose and need uses the phrase “all users” but it is clear that the primary, if not exclusive, emphasis is on rail and automobile traffic. The project does have some potential for better community integration if all forms of transportation are considered, and I hope this point is recognized during the consideration of alternatives. To that end, and common to all alternatives, I would urge that new overpasses be designed to include, not exclude, non-vehicular traffic.
Huger Connector.
This is the only element of that addresses the existing RR crossing of Huger Street, near the intersection with Whaley. This crossing often causes major traffic delays, but as presently conceived it is less than satisfactory in alleviating this problem. As it is presented as a possible stand-alone project, I think there should be more engineering to develop alternatives for it.
Huger Street is a major travel corridor, connecting north bound traffic from the Shop Road, Bluff Road, and Rosewood arterials to Cayce, West Columbia and Interstate 126. Northbound traffic using the Blossom Street Bridge has two left turn lanes from Huger, while Assembly Street offers only one. Similarly, using the Gervais Street Bridge is much more difficult from Assembly than from Huger. And Huger offers a much more direct connection to I-126 than Assembly. (Travel to West Columbia via Klapman Blvd is the least desirable path, given the difficulty of turning left onto Taylor Street from Huger).
On its face, the Huger Street Connector seems to violate the KISS rule. The plan would require cutting a new roadway across private property, building a new RR overpass, and signficant reconfiguration of travel patterns.
• While most of the traffic would use the new, under rail, roadway connection, the existing Huger Street rail crossing would remain open to allow for local traffic to access residences and businesses in the area
• A single southbound lane would be constructed at the connector to allow for southbound traffic to continue from Blossom Street
This is not crystal clear… would the new S-curve connector contain both north-bound and south-bound lanes (most traffic)? The reference to “ A single southbound lane” seems to be referring to the section of Huger below the north end of the new S-curve. ? So if I’m going south on Huger to get to Palmetto Tile (a business that I frequent; 316 Huger Street), that part of Huger will be one-way southbound. Returning from Palmetto Tile, I’ll have to go down to Catawba (right turn) and loop around through Senate (right turn) and back to Blossom (right turn) and up to Huger (left turn). It might be simpler to follow Huger to Whaley and turn left on Wayne to pick up the new S-curve. If my return destination was Cayce via the Blossom Street Bridge, I’d have to try to make a left turn from Senate onto Blossom (without benefit of a traffic light, no thanks!). Making this trip in a car or pickup or van is one thing, but what about the tractor-trailers that deliver to Palmetto Tile (PT). Are they going to have access to PT from the new connector, or from the one-way southbound section of Huger Street? How are they going to make a north-bound return trip? The same twisted Catawba to Senate to Blossom to Huger route that cars and pickups will make? Will trucks have access to the PT property from the new connector? Enough on this point.
Since we are still at the stage of looking at preliminary alternatives, can we see some planning/engineering for an alternative that simply build an elevated RR crossing at the existing location and forget the S-curve?

I have never lived anywhere where the railroad tracks and road around them, are so poorly maintained. I myself had an accident at the tracks on Beltkine when someone's tire fell off the car in front of me. My son, has had a flat hitting the tracks at Assembly and Rosewood. In the time I've lived in Rosewood, I've had to have 3 alignments. The railroad crossings are dangerous for drivers and pedestrians. The road is jagged/ uneven and sharp. When friends from out of town come for games, etc they all make note of those crossings. It's a danger and an embarrassment to our city.
I watched a man on his bike flip from hitting the Assemvly tracks. Not to mention the multitude of people who cause near collisions as they try to avoid losing tires going over those tracks. PLEASE fix them before someone gets really hurt. It's just negligence to not. | No |

At least it sounds best to me if my assumptions are correct. Because it seems that vehicle traffic would wear the roads down and create a need to repair them more often. Seems it would be easier to maintain them if they are on the ground rather than up in the air over the rail.

I live in the Hollywood Rose-Hill neighborhood and pre-COVID had to navigate these rail lines every day during my commute and to reach points south and west of my home. Alternative 320 is my preferred alternative for two primary reasons:
First, in my experience the NS crossings of roads, especially Assembly Street, while frequent are generally of limited duration - the trains pass reasonably quickly and do not park on roadways. In constrast, at the Rosewood CSX crossing, we experience trains parking and blocking Rosewood for extended periods of time. While Rosewood is probably more lightly travelled than Assembly, this extended blockage brings higher frustration to the driver.
Second, it appears that the 320 proposal moves the trains rather than moving the cars. I think that keeping the autos at the level of the shops and pedestrians has merit, rather than elevating those above the surrounding area.
With respect to the Huger Street Connector option, I whole heartedly agree with your proposal. The heavy traffic (train and auto) at this point must have a solution, even before an Assembly Street fix. I also note that the 320 alternative of raising the trains would seem to be a good match with the Huger Street solution.

Some of my opinions:
There needs to be a sidewalk installed on Whaley Street where it passes under the existing rail bridge.
The track crossing Whaley, Lincoln and Catawba street is redundant and needs to be abandoned. I like the idea of closing off Catawba and installing a bridge over Assembly. However, there needs to be a SAFE way to cross Assembly street from the Swearengen Engineering building to the McNair Center at 1000 Catawba street. Perhaps a system similar to the crosswalks on Tybee Island would be useful.
The section of Heyward street between Olympia and Lincoln, that borders the church, needs to converted into one way street.
I think alternative 320 is my favorite. HOWEVER, I DO NOT SUPPORT the closure of Lincoln street where the tracks currently cross. This intersection MUST STAY OPEN. I know a developer wants to build housing in the lot next to this area but if this road is closed off, this will lead to a dangerous situation of only one egress out of the area (Whaley st). With this road closed Blossom st traffic will get much worse during school time.

It beats all others meeting primary and secondary needs, including most crossings eliminated and minimal road closures. A major positive is keeping the dual tracks on the commercial/industrial side and eliminating the single track through the neighborhood. Trains get along, Mill District residents get sleep, and quality of life skyrockets. The single CSX track must be eliminated all the way to George Rogers Blvd for the transformation to begin. The abandoned track becomes a Multi Use Path, a connection to Williams Brice is made, and no more dodging trains on game day. This is where Alternative 3 lost my vote, leaving a section of the CSX track for minimal use looks messy and incomplete. If money must be saved, eliminate the Industry track bridge leaving an at grade crossing at Assembly only. Alternatives showing roadway bridges over rail are unattractive, unless the tracks are being buried, hello Vista. The roadway bridges cut off side roads and developement and will be massive eyesores. Worst yet, it will be another hill peds and bikes to climb in Columbia, let's not do that. Some may think Alt 6 or 6.5 is best with the added grade separation of Assembly over NS R-line at Green's and Sonic. And perhaps UofSC will favor it to get the Eastern NS SC-line eliminated as it revitalizes that side of campus. However, the elimination of the NS R-line and eastern NS SC-Line could be part of a future rail consolidation project. This should be looked into further if Alternative 6 or 6.5 move on to the next round. It appears feasible per track maps and Google Earth, and it would eliminate the need for the Assembly over NS R-line bridge. The future consolidation concept would create a connection between CSX and NS where the two tracks cross each other just south of Farrow Road and Dairy Street. The track connections are built in the triangular area bounded by the tracks and Commerce Dr, with empty land and a few old warehouses. Once connected, NS would abandon the track from Farrow Rd to Assembly via Five Points and consolidate using the CSX track to Vista, then own track to Assembly. This has pontential on paper but will need discussion with railroads It would certainly have the support of goverment and many others if that rail could be a trail, connecting Greenview, Bull Street Development, Five Points, and UofSC. A new trainless Columbia, coming soon.

Cars can handle the elevation better than the train. The ideas for the Huger connector regarding maintaining some 'bottom' streets for locals could work for Assembly and the surrounding areas. Most people would probably be going through and the 'upper' street would be a great alternative to the present congestion. If you’re reading this, your website is not secure. I just submitted your contact form on your website very easily using robots pretending to be a lead. You got notified, and you’re probably a little angry about it. Whoever built your website did not build it with security in mind or simply had no idea that this would happen. This style of spamminess started happening on EVERY website I built for my clients. The industry didn’t matter. It just kept happening. My clients kept getting excited because they thought they were getting notified about a potential lead coming from their website. Then they instantly got angry and thought I was charging them for fake leads. (We offer marketing services, and they pay per lead or per click) These bots were messing up my client’s ROI predictions and creating fake data inside their systems. I want nothing more than to have happy clients who write raving testimonials. If I wanted my clients to stick around, I needed to figure out why we were getting spammers several times per day. So I did just that. I spent the last 5 months trying to solve this headache. This is what I found out: 1.) You can “opt-out” of receiving these messages/emails ,but nothing ever changes. 2.) Nothing changes because people are creating MASSIVE lists of websites and selling the data. You can pay for lists on Fiverr and other shady places on the internet. (How do I know? Your website contact page is on a list of over 4 million website domain names. I simply bought the list and started messaging you. It’s that simple! And annoying lol) 3.) It’s impossible to tell how many people have your website on their list. 4.) I figured out that I could control / manage the spammers for my clients by creating segmentations. 5.) I was able to reduce the spam into my client’s inboxes by 99%. 6.) I figured out a way to prevent the contact form from being submitted on the contact page based on specific triggers. Anyway, I don’t want to take up too much more of your time. If you’re fed up with receiving these messages, you have two options: 1.) Click the link in the bottom of this particular email and opt-out from any further communication from ME. However, as I was saying above, unfortunately, your website is not just on my list. It’s on a list that I purchased. You’d have to opt-out of everyone’s list. Which is impossible because most people will not allow you to. They don't even give you the option. 2.) You could remove your website’s contact form, but then you’ll struggle to receive legitimate leads. 3.) I can set up spammer-protection and do the same thing for you that I do for my clients. We build secure websites and provide peace of mind. All while eliminating fake leads. Is it 100 percent accurate? No, it’s a constant battle, but we eliminate 99 percent of the garbage. I can’t do this for everyone, even though I wish I could. If you’re using Wordpress, we can help you. If you’re not using Wordpress, we may have to rebuild your website. Which we'd love to do anyway. I know, that doesn’t sound fun. Again, I apologize for reaching out to you like this. As this new way of contacting businesses is becoming increasingly popular, spam will only get worse.
